The public sector spends an absolute fortune on consultants. On the face of it, it appears to reduce payroll costs, this then gets reported as a positive. However, these costs are replaced by considerably more expensive consultancy costs. Strictly speaking, they are not consultants, but surrogate employees, because they are engaged for such long periods of time.

I am speaking from actual  knowledge and experience.
