Are the Indian Embassy/ Consulates Liable under Consumer Act?

Indian Consulates are issuing Visitor, Tourist, 10 years Visitor Visas, and Dual Citizen Cards, Charging Hundreds of dollars from Non-Citizens of India.

It is a matter of common Knowlege, that most visitors to India

have fallen victims of Anti social elements with active collusion

of Indian Police. There have been several cases of Murders and Rapes.

In many cases Visitors are arrested and Jailed without Bail on

False charges with the connivance of Police for Exorting Dollars. Then the Booty is shared by the entire racket of law enforcing Machinery.

It becomes entirely difficult situation for foreigner in India, under these unfortunate conditions.

Since Embassy/ Consulates are charging FEES for different servises from customers, they should also be liable for compansation/dammages to innocent Visitors to India.

Legal Position and Public Opinions will be appreciated

No, not at all.  The visa fees are for processing visa applications - the fees do not even guarantee that an applicant will receive a visa -  a standard practice around the world.  Once you have a visa, it is entirely up to you to visit India - you should be making an informed decision whether or not it is safe for you to enter the country.  It might be wise for you to check with your own country's embassy in India for any travel advisories.
