Are the Japanese following IWC's rules? If so, why do people argue that whaling is illegal?

I know all the other arguments for and against whaling, so you don't need to go on and on about them. I would just like an answer to my questions.

1. Are the Japanese following IWC's rules?

2. If so, why do some people argue that whaling is illegal?

Thanks. Just those two questions. Yes.

(As a Japanese I've never eaten whales and I don't plan to.)

  2. 1.  The answer is sort of.  The Commission has condemned the whaling, BUT under IWC rules Japan can give themselves a "scientific permit" to do the whaling which is within the IWC rules.  So they meet the letter of the law, but not the spirit.

    2.  People argue that the permit is invalid and thus the whaling is illegal.  I expect these people would still argue it was illegal (or immoral)  even if the whaling by Japan was approved by the IWC.  For many it's a political and emotional issue, not a legal issue.

    And just for the record, I don't support the whaling that is going on.

  3. No they do not follow the IWC's rules. Its real simple and I'm sure you have heard it before, It is against International law for the Japanese whaling fleet to harvest whales in the Southern Ocean Whale Sanctuary. Which for some unknown reason is where they want to hunt.
