According to  US Immigration law, if any of the parent of minor children are US citizens they automatocally become ones too. However, there are some countries that are in a good relationship with the USA with allowes the children to keep the citizenship of the country they were born in as well.

A person born in France of an American mother and a French father would be a citizen of both countries. it applies for both American and French citizenship. it also applies for French citizenship, subject to certain residency requirements.
