Are the citizen patrol a waste of gas money?

I mean is some 80 yr old dude trolling through parking lots really making a difference?

All such measures are a waste of money ...until they aren't.  All it takes is one citizen who notices something that looks out of place to foil an attack.  If some old dude notices some suspicious activity, notifies authorities and stops a missile attack on the airliner you were just flying out of Chicago in, I would say you would think it was worth all the gas money in the world.
