  1. That's kind of an open-ended question.

    Basically, yes.  Because of juries,  monarchs can not say "Off with his head!", and have you immediately beheaded.

    If you are accused, twelve people will get a look at the situation, instead of just one.

    In most cases, juries will hold a prosecutor to a higher standard than would be required by a judge or a monarch.
