Are the letters on a key board in any specific order?

If so, how come they aren't arranged alphabetically?

The letters on a QWERTY keyboard were arranged in an order that prevented a typer from typing too quickly.  This is because of the easy ability of old typewriters to jam.  There are current keyboard arrangements that go for efficiency, such as the Dvorak keyboard, but the standard is QWERTY.
