Are the natural gas power plants in LA outdated in technology?

If it's outdated, why won't they replace them with the most efficient ones?

  1. As I understand it, they are 30 years old and grotesquely inefficient.  They are not updated as the city does not have the money to do so.


  2. All power stations have an economic life of 30years.  All along its operational life, the owners put in state-of-the-art systems and equipment in order to maintain and improve its ROI.  At the end of 30years, these plants are decommissioned and new power stations are built.
