Are the purple flowers of Russian Sage the seeds?

I was given cuttings of Russian Sage today and I need to know if the flowers are the seeds after being dried or if there is another way that I can start my own flower bed by rooting them in water.

I've never known a russian sage plant to be started from a cutting.  The purple flowers are not the seeds, but leave them for the honeybees to take pollen from.  They are very finicky when moved.  The russian sage usually dies all the way back to the ground in the winter and then will regrow on the old " wood " that is left from the previous year.  I trim mine to about 1/2 the height in the fall and usually have to stake it after summer....good luck
