Question:

Are their snakes that flare their heads like cobras that live in Texas?

Not to long ago i came up on a snake on the side of the road in NW Houston area. I don't fear snakes so i curiously approached it and when i guess it felt i got to close it raised up and flared it's head up just like a Cobra does? I've searched various sites but can't find any info. on that... I'm aware cobras aren't in North America so it was either a blackmarket pet that escaped (this was in a residential neighborhood) or some type of snake which i've never heard of that uses that as a defense mechanism...

I live in the hill country and had the same experience....a snake that flattened it's head like a cobra, but have yet to find a picture that looks like the one I have.  I have seen him three times so far.  Twice around my back porch.  I had a neighbor that took a picture of a snake like the one I discribed because he too had never seen one like it.  Maybe it is a species that has recently been introduced to south Texas.???  I would like to confirm the identity of this snake because I was told it was a puff adler.  But others say no.
