We are having trouble finding true B.I.T. people to head and work for us here in Cebu.

They've probably all left the Philippines for better pay and standards of living... and with the global skills shortage in IT, you might have to develop the skills inhouse... and hope that they don't get poached by another company or leave for greener pastures.
