I suppose that would depend on how you wanted to define Hamas, or Hezzbollah. Both have humanitarian wings, both support terrorism and kill innocents as a matter of course. Unfortunately doing good things and then turning around and doing bad things still get's you listed as a terrorist organizations , unless you are an actual state.
