With the new regulation in Spain, any bar or restaurant decides itself if it is a smoker or non-smoker establishment.

You just have to look what is indicated at the entrance.

Probably not.   But I believe that Spanish law now requieres establishments to put a sign in the window saying if they are smoking or non-smoking.
