It is you like to have a domain like www.your-name.com then you have to get registered for that and there is some fees with that. Usually getting a domain can cost you about $10 for registration. Also you can get free hosting/ webspace.

you can have some free domains like www.geocities.com/ur-yahoo-id

www.yourname.tk etc.

There is always a catch.

Nothing is free .

Then the software to make your site they will furnish.

There's a few places that will host your domain for free, and even host your website, check the links below as an example they just ask you to do some stuff with their adevrtisers and sponsors, or put ads on your web page.
