Are there any airlines that let a child under the age of 3 fly free instead of buying his own seat?

We would like to fly my niece and great nephew home from Oregon to Iowa this summer but now that the baby is over 2 years old, we are told he will have to have his own seat, even though he will most likely be sitting on his Momma's lap for the flight

  1. Sorry, no, FAA regulations require all children 2 and over to have their own seat...the airines have no choice in this matter.
