  1. YES there are just saw a friend of mines mother go to jail for too many dogs, cats, bird, goats, horses

no feed, water, 10 dogs to a 10x10 kennel so on, just not the way to treat animals

just call you local shetler and they will investagate it if not call the sheriff dept.

  2. Contact the local animal shelter or the ASPCA.

  3. First, find out if there is a shelter near you. Call them and ask if they have cruelty investigators if they do not, then ask where you can find some. Then call what they give you. They will try to work with you. Second, call the people they give you the number for and tell them everything this lady does. If she is putting the cat outside all day with no shelter, shade, or water. Then there is a case. There really isnt much you can do about the cleaning of the cage unless there is more than a few days worth of p**p in there. Or there is standing water and mud or sewage in the cage. It would go same for winter. IF the animal is in the cage  more than 2 hours at a time they need all above mentioned. Though if you live in a rural area it may be hard to get the proper people to come and check it out. Just be persistant if you think its that bad.

  4. There are animal cruelty laws and I would certainly contact your local animal control agency and have them investigate.
