Are there any banks that offer the FastPay card That Links to Your Checking Account?

You know the little RFID cards that you can use at gas stations. You just put your card over the scan area and it automatically charges your account.

I'm wondering if there are banks that offer this card attached to a checking account. So far I've only seen them as credit cards.
