definitely.

raichu- catch a pikachu at the trophy garden below hearthome city and evolve it with a thunderstone

electivire- Trade a Electabuzz that is holding the Electrizer item. (You can find Electrizers rarely on wild Elekids in the Valley Windworks

rotom- Visit the Old Chateau after obtaining the National Dex during the hours of 22:00 and 4:00, and then go into the room with the TV. Check out the TV and you might encounter Rotom (if not, try again later). (Only one.)

Jolteon- Use a ThunderStone on an Eevee.  You can catch eevee in the trophy garden after you talk to the owner and he says there are eevee in the garden.

Out of all of those, I recommend jolteon the most, but if you don't prefer any of them, most psychic pokemon can learn electric moves too

Depending on if you care more about special attack or just attack, Raichu has a great special attack. Or perhaps Jolteon, Electrivire, or Magnezone.

joteon has a really high special attack mine is a 328 also ampherous with 304 as it's special attack but electivire is also good

well raichu is u can catch an pichu from the big pokemon mansion and train it to evolve into pikachu then u can train ur pikachu to an certain level when it learns THUNDER ITSELF AND THEN USE UR thundrstone and evolve it into raichu                    thats right pikachu learns thunder by itseld on an lvl from 40-60      thats what happened with my pikachu and i evolved it too                          hope i helped =]
