  1. I don't know for certain but I'd be inclined to say yes. Telephone your local planning office and they'll tell you. Even if you don't need planning permission, you do need building control approval of your work. Regulations that I know do exist include the need for a fire exit in the conversion and fire doors separating it from the rest of the house. If you're tight for space, you are allowed a space-saving spiral staircase but they actually only save a little space.

    I've just finished a loft conversion and the answer is yes.  I think it is 42 deg.

    Because I was short of space, I bought a "winder" stair, ie it had a 90deg turn at the top and bottom so fitted in a smaller horizontal space for my 2.4m rise.

    I got it from a firm in Telford (something like "stairs direct" -get  it on the internet) for about £600.  From a range of styles, they will build you a stair that will exactly match your "rise" (floor to floor), with an exact number of steps.
