Are there any car rental agencies that will rent to 18 year olds in Puerto Rico?

I am hoping to visit Puerto Rico with a few friends in August since it is fairly cheap to travel to, however we will apparently need a car. Unfortunetly, most companys' minumum age requirement is 21. Or are there any other small companies that have more flexible age policies? Please help..
