Are there any car rental companies that rent in Florida to drivers 18 and up?

Me and my friends are going to Panama City,FL next summer finding hotels that let guests check-in that are 18 isn't a problem but finding sufficent transportation is. We arent drivng there we're taking a flight there. Besides walking and cab fare is there an alternate option?

Most car rental companies have a minimum age of 25 but some will allow renters from 21 to 24 with an extra fee:  usually $25 per day and they must have a valid drivers license and credit card.   Only the renter can be 21 to 24; all additional drivers have to be 25 or older.
