  1. If you are willing to pay 2 or 3 times the price for a luxury instead of a "mass market" cruise ship, then yes.

    You are not going to find a 7 night cruise for 1500 that includes "everything".

    For 4000 dollars, not only will you find it, but I would love to sell it to you.

  3. Not Really. While most things are included on a Cruise Vacation. Alcoholic beverages are not included on any of the ships. Nor are sodas.  However, most if not all, have Free water and juices.

    As far as activities.  If you choose to stay on the ship and not go on any off-shore excursions, ALL of the on board activities are included.  Depending on what ship you're sailing the activities range from simply swimming in the pool to ice skating at no additional charge.

Most of the mass market cruise lines will have you pay extra for gratuities, liquor, fountain drinks etc. Some of the luxury lines do provide an "all inclusive" price.  However, these are considerably more expensive than the mass market lines.  My suggestion to you if you want to spend as little on board is to pay your gratuities ahead of schedule.  Royal Caribbean also started a flat fee fountain drink program.  This way you could plan a little better how much you will spend on board.

    you pay up front including most beverages (wine with dinner, soft drinks included) you won't get everything for free however.

  7. Seabourn and Silversea include just about eveything except for shore excursions and laundry. You are paying for it all up front in the cost of the cruise.
