Are there any cruise lines where you you don't have to have someone thats at least 21?

Two friends and I are looking into a cruise for spring break. We'll be 21 in a couple months but not by our cruise time.

Are there any lines that allow that or make exceptions??

In addition to the age factor, it is probably too late to book a cruise for Spring Break this year.  That is a popular time and the most-popular times book up months in advance.

NO, all cruise lines except Carnival require at least one passenger in each cabin to be age 21 or older, For Carnival that requirement is one passenger age 25 or older.  

So  cruise lines like Princess, Royal Caribbean, Norwegian, Celebrity and Cunard will enforce that age policy.  The cruise lines consider your age on the sail departure date. So for example, if one of you will be 21 on September 1, 2008, then you can go any time September 1 or later on any of the lines except Carnival. So plan now to go as soon as one of you is 21 and you will likely get a lower price because cruise lines give early booking discounts.     Or get someone who IS at least age 21 to go along with you.  If you plan to have three people in the cabin the first two people go at the published fare for the cabin category and the 3rd person goes at a much reduced fare which is about 50% less.  So it will not cost as much for the 3rd person.

Also, if you are under 21 on the sail date you may need to get one of your parents to sign a permission slip for you to go.

U have to find a friend that is 25 or older and then get a notarized letter from your parents give that person permission to take u on the cruise and u r set to sail. Without that i am sorry.

No can do. You have to be at least 21 and several cruises you have to have someone be at least 25 years old. I would bet that all the cruises are already booked for the spring break season anyways. You can't book a cruise at the last minute because of security.
