I believe any cruise line spa will be happy to offer massages, facials, manicures, etc. for people 13+

That said, I've seen teen-specific marketing materials on the bigger ships from RCI and Carnival.

I know for a fact Royal Caribbean does. I was getting a spa treatment and I asked if my daughter could who is 13 could and they said of course. She didn't want to but she could've. RC has awesome spas! They are a great cruise line and the spa people are very nice and professional too!
