  1. If you are referring to historical pirates, all were killers. If one accepts that killing for national interest is "decent". Then there were many pirates who received a letter from The Kings of England and Spain and other countries which allowed to attack and capture ships belonging to the Kings enemies. Sir Frances Drake and Sir Walter Raleigh were pirates who were autoerized to attack Spanish Ships.
