    In The League (Carling) Cup only the winners are eligible to go into the UEFA Cup whereas the runners up in the FA Cup can also qualify (If the winners have already qualified for the UEFA Cup or Champions League).

  3. Yes, only teams from the top 4 divisions of English football can join the League cup.

    Any team in England belonging to the Football Association can apply to enter the FA Cup.
