  1. I am not aware of federal laws on this, but states have their own based on the number of hours per day the child is there.  (Usually for half-day enrollment, there is no nap requirement in the states, at least the ones that I am aware of.)  For full day enrollment, there can be rules on a rest period on a per state basis.

  2. not in my state

  3. No. The policy is determined by individual states.

  4. There are no laws that say there must be nap time at a preschool or nursery school. However, most choose to do so because many parents still want their children napping during the day. Also, those children are bundles of energy and tucker out quickly.

  5. Doubt it.

  6. it doesn't sound like it from ask.com - it just states how parents are frustrated that if naptime is too late in the afternoon or too long, the children won't go to bed in the evening.  And, if it's too early or not at all, they are cranky in the evenings which is their only time with their children.  You definitely can ask the caregivers what your desire for naptime is for your child and since they are working for YOU, you should be listened to!  If not, look elsewhere - they are more interested in their daily break while the children are sleeping than the best interest of the child.
