UN downloaded rpg ( www.runescape.com) I dont think there is any decent MMOFPS that you do not need to download.

There are some, that are free. Ask around, look around.

But to 'not have to to download', that leaves you with pretty much nothing to play other than the few java RPG games like the mentioned, Runescape, or Maplestory.
