Are there any free programming software for making flash/javascript format games?

is coming along, but it's not suitable for beginners.

I hope eventually to write a second edition of my Flash Game development book using open source tools, but they're not quite ready yet.

I don't think that you will find any free software to develop flash applications that's good enough, but you could maybe download Flash CS3 trial.
