Are there any free programs for children that have parents who are hearing impaired?

I have 3 cousins 11, 12, and 13....both of their parents are hearing impaired. They moved here to NC a few months ago to live with their dad, but they need to learn how to be a family, communicate, deal with anger, etc. But they don't really have money. Any suggestions? One was just kicked off the bus for 3 days for writing profanity on the seats, and one has been kicked out of school for two days for causing a scene in the lunch room, noncompliance, and abusive language to peers and teachers.

HELP.

  1. There are many different disability organizations available to help families like this one.

The parents may want to look into an organization called "Through the Looking Glass". It's a non-profit disability organization for parents who have disabilities...

Also, Independent Living Centers are also a non profit disability organization. There is at least one in every state. They can provide information & resources on programs in the state.
