I don't know of any breed in which ALL individuals are polled (naturally hornless), but most breeds will have some individuals which are polled.  I have a few polled Nigerian Dwarfs, and I know the exist in many other breeds.  The only thing to remember with polled goats is that they should only be bred to horned goats.  Breeding polled-to-polled can cause a small percentage of the offspring to be infertile.  Breeding polled-to-horned will result in about 50% polled and 50% horned offspring, with all of them being reproductively sound.
