Surely loads... anywhere that is below sea level. I know of one specifically in Death Valley, USA, which is way below sea level (280 feet or so). It was there 12 years or so ago when I went.

Any course where the sity or surroundings are under sea level.  Take New Orleans for example.  Every course there would be below sea level.

I drove by the one in Death Valley last summer in July. Temp was 120 degrees. Gasoline LAST SUMMER was $4.80. THe course gets a lot of play in the winter.
