I'm not really looking for hobbyist type books, but something more informational about the United States passenger rail system and where it's heading or something about Amtrak.

They publish books about the railroads. The Triumph books are first class reading about the history of the late great PRR, Pen Central, Conrail, and NS railroads. Amtrack also.
