If you want the most commish powers to set up your league the way you want it check out:

This is by far the best free site I've seen and they are working on adding all the bells and whistles that Yahoo has like Avatars, smack talk, etc... you know the important stuff losers need to stay engaged....

You could just use Yahoo, and have the commish adjust the roster at the beginning of the season with everyone's keeper....I dont think there are any free keeper leagues out there....ESPN, CNN, and Yahoo all cost money when you do the premium leagues

ESPN actually does have free keeper leagues. Just create a custom league like you normally would and check that you want it to be a keeper league.
