you said you've already been to the seattle premium outlets. that's about the best outlet center/mall you're going to find in washington. they are revamping the outlet center in burlington which is close to bellingham and i don't know if they're adding a bunch of new stores, but i heard they're opening a lulu lemon athletica outlet there.

nordstrom sells christian audigier and the closest nordstroms to the seattle outlets is in lynnwood at the alderwood mall. you might be able to find some christian a. stuff at nordstrom rack which is at the gold creek plaza shopping section which is only like right over the overpass from the alderwood mall.

Not really outlets within Seattle, but a short drive away there is an outlet mall in North Bend, WA.
