There are local, state and federal grants.  You can start by google'ing for them - but it's also a good idea to check with your local business registration division of your town/county/state - they might have contacts for you.  There is also this site, check out #6:

Please remember to also contact your local health department to see what regulations they have with spa & salon businesses.  Remember you will get inspected regularly.  The state health dept. might also get involved.
