  1. Yes, if you are covered, you should be able to get dependent coverage for your child.  If buying separately, you MAY be able to get the coverage after a waiting period.


  2. Yes, in most states, your children's health insurance program will cover children with disabilities and diseases, based on the child's income, not the parent's income.  

    But you won't get a private insurer willing to take on this child, assuming we're talking about aortic atresia.

  3. Most states have a guaranteed issue high risk health insurance pool. Some even base the premiums on your income. Call your state insurance commissioner's office for assistance in applying.

    There is also the State Children’s Health Insurance Program (SCHIP). It is a United States federal government program that gives funds to states in order to provide health insurance to families with children. The program was designed to cover uninsured children in families with incomes that are modest but too high to qualify for Medicaid.
