  1. Legally, you need to be 18 to travel alone and rent a hotel room.

  2. Go to a youth hostel! I just stayed in a youth hostel and it was perfectly safe - just bring padlocks for your bags. Much, much cheaper too. And in a place like Paris, it will be hard to find a cheap hotel. Or you can just ask your parents to book it for you, and you'll pay them back. I think a youth hostel is a really good bet, though.

  3. Search for hostels here:

Is it possible for an adult to book a room for you in advance and you pay them the money?  Regardless, search above for places that might let you in.

  4. A 16 year old is still a minor and therefore incapable of entering into a binding contract. Although most people don't think in these terms the fact is that renting a hotel room is a form of contract. Some hotels might therefore hesitate to rent a room to a 16 year old. However, to the best of my knowledge it is not illegal to do so.

I suggest that you communicate with whatever hotel you're interested in and determine what, if any, special arrangements they would require (such as having your parents guarantee payment).

You might also consider that an unaccompanied minor, at least in theory, requires the permission of a parent or legal guardian to be traveling. It might be a good idea to have a written and notarized document from one or both of your parents giving you specific permission to be traveling alone in France lest some busybody official hassle you.
