Are there any international waters in the Mediterranean Sea?

Do any areas of the Mediterranean Sea constitute international waters and therefore free from any state.

Presumably, yes. I seem to remember that water belong to a country if it is within 10 miles (or 5?). That would mean that most of the mediterranean sea was international waters. Why, thinking of setting up your own country?
