Are there any legal restraints on a photo I.D.?

Are there any legal resctrictions that would inhibit you to say misrepresent yourself in a gov issued i.e. as in a bizarre facial expression and the such. Also would the same (legallyspeaking) be applied to taking the photograph of a non gov issued id as in a college id (ie could i represent myself as something comepletely bizarre and have it be issued as an id with comeplete legal backing for my option of personal fasion??)

  1. there are rules about having a neutral facial expression on a Passport photo, and your application will be returned if you are making a face, wearing glasses that obscure your eye color, etc.  

    Other than that I don't know of any specific laws dealing with the issue
