Are there any legitimate people-search services?

I am curious about trying out one of those people searches you see listed on the Web, the ones that charge $29.99 or some similar price, to search and find contact information for people. Now, I'm aware that many, if not most, of them are scams where, after they take your money, they come up with useless, out-of-date information that anyone can find on Google or in any telephone directory, if they come up with anything at all. However, if there are any legitimate people-search services that are reasonably priced, I'd like to know.
