  1. of course in Rome there are many international libraries..I think feltrinelli international is the best one.

  2. Yes, sure, you can go to Mel Bookstore (on the central Via Nazionale, next to the Termini station) and you will find a wide choice of english books, or Feltrinelli International (they are close to each other), which sells books in original languages, so not only english but lots of languages.

    Hope I helped you!

  3. There is also a free library at the Church of Santa Susanna in VIA XX Settembre.   The Lending Library hours are

    Sat. & Sun.: 10:00 -12:30

    Tues. & Thurs.: 10:00 -1:00 p.m.

    Wed.: 3:00 p.m. - 6:00 p.m.

    Fri.: 1:00 p.m. - 4:00 p.m.

Sta. Susanna's is the American Catholic Church in Rome, and caters to the English-speaking tourist.  It is a lovely old church as well.  It has a special place in my heart because my wife and I met there when we lived in the Eternal City -- la citta piu bella al mondo!
