Shouldn't homeless people, who are begging constantly for civilians to give them some change, be spending their money, or lack there-of, on something a bit more...useful?  Before a homeless person spends their money on a magazine, they should really consider at least upgrading their brown boxes and newspaper blankets to something a bit more comfortable.
