Are there any materials that are primed (excited state) to lase at room temperature or below?

I remember hearing speculation about the possibility of a naturally occurring laser in the Martian atmosphere, which is actually quite cold. And, they were talking about building one using satellites and the Earth's upper atmosphere as the fluid or medium but I think they were talking about the lasers being pumped into the excited state by the solar wind.

  1. most lasers work at room temperature. Look at the semiconductor lasers used in CD players, or the laser pointers.
