I said MINIMUM speed limits, NOT 'maximum' speed limits. Please read the question and understand the difference.

  1. Yes, and it would be displayed as a sign with the minimum limit on a round blue background.

And look for 'Signs giving orders'

  2. minimum speed limits?  I have trouble staying under 10 mph over the speed limit.

There usually are though, if you are seriously impeding the flow of traffic, you could get ticketed I am sure.

  3. 20 mph outside many schools now

  4. Yes but only on a few roads, but generally speaking as long as your not causing a problem or a traffic jam then your fine,  but causing congestion by going below the speed limit will most likely land you a ticket .
