Do you own land?  If you do, either rent or buy a backhoe and make your own.  We did.  We live in western Canada and we built our own sweet track on our eight acres.  It's not circuit size or quality but it's pretty good and the kids have a blast on it.  Our six year old got his first bike for Christmas and he's already catching some pretty good air on the smaller jumps.  The nice thing is, you can change it whenever you want.

if you are unsure as to how to go about doing a track yourself with a hired machine then ask some of the local motocross clubs who does theirs.  Many who help at the tracks may be volunteers who would love a bit of spare cash to do someone Else's track.  There are also usually people who do excavation but focus on track making.  They may charge more than you are prepared to pay.  

We usually do our own track and getting the jumps just right and the right distance apart does take practice.
