There is no way there is an online converter. I doubt there is one for short movies, but there definitely isn't one for 700 mb. The movie would literally have to be uploaded to that website, converted, and downloaded. That would use so much of a websites storage and would take SO LONG, even on a fast internet connection, that it's not even worth it. Just get a reasonable program installed on your computer to do the job.
