Are there any online universities in the US that accepts students from other countries?

My brother wants to take up his master's degree in an online university in the US but he currently lives in the philippines. i also plan to take up my bachelor's degree the same way. but i also live in the philippines. i'm here in the US now but i'm on a tourist visa. i'll be going back to the philippines in august this year. i've looked at other online universities but it just tells me to contact the school directly.
