Well...you're obviously not going to find any places where the leaves are changing year round.  But temperature-wise, parts of the Pacific coast of the U.S. would be about as close as you could get.  Because of the closeness to the cool waters of the Pacific, there is less temperature varability in that region.  I imagine there are places on the coast between central CA up to Oregon where the average high temperature is between 60-75F year round.  Of course, the have distinct dry and rainy seasons out there, so the weather may not be as changeable as you would expect for typical autumn weather.  But I imagine that's about as close as you could get.

  3. Matt's right. There's no place where the leaves are different colours all year round. But, the West coast of the United Sates does have "autumn like" temperatures all year round. There's a cool ocean current coming from the north and a warm ocean current coming from the south, and this regulates the temps to be in the 50's 60's and 70's all year round on the coast.
