Are there any programs available for download/purchase which will enable my pocket pc phone (HTC TOUCH) to be able to send SMS voice messages?

Voice or video messages are  mms messages.They also use data You can't get them as small as a text message.About the minimum size you can make an audio file would be 8kb  per second compared to a text message at less than 1kb

Send it as mms if you have a messaging plan that includes text and video  messaging it will include mms messaging.

The only problem is watch the format you send it in because A pocket pc will send a lot more different file types (like wmv wma) than a regular phone will read .Just go to messaging select new mms message.Then it will let you create one.

If you want to make a voice recording to send just use voice recorder and make the file then select it in mms message.
